FOMS Menu 100 (Management Menu)
FOMS Menu 100 is the Management Menu. It is the gateway to the airport database, tankerage, and other miscellaneous programs.
FOMS Menu 105 - Airports
Use the Airports program to view the information that is on file for each airport in the data file.
The file is keyed on the ICAO four-letter identifier, rather than the IATA three-letter identifier, in order to provide world-wide operations without duplications. However, the program permits you to use IATA codes interchangeably, except when selecting the range limits of a screen or hard-copy report. The program also handles those airports which are identified only by FAA 3- and 4-character alpha-numeric codes.

FOMS Menu 106 - Find Airport by Name
Use the utility program to find the Identifiers of any airport in the database given the airport name. You need not enter the entire name, just sufficient characters to help isolate the one you are seeking.
For example, to find the identifier for Toronto Pearson International, entering <TOR> produces the following results:

The search is based on the initial characters in the airport name field. You cannot search for characters within a name. For example, searching for VUO will not find KVUO VUO PEARSON FIELD.
FOMS Menu 107 - Runways
The FOMS Screen 107 (Runways Program) is a program that permits you to enter specific data relating to a particular runway at a given airport. This permits the specification of a particular runway to use when planning a route. See also FOMS Screens 320 and 325, as well as Runway Specific Procedures.

FOMS Menu 110 - Alternate Airports
This data file holds records of information used in the Alternate segment of the Flight Plan program. Files are keyed by the ICAO code for the destination airport, and each can hold up to 30 alternate airports that may be stored in the order of company preference or priority.

FOMS Menu 115 - City Pair Enroute Stations Program
Use this program to control the data file that contains the list of enroute stations keyed to any city-pair. The enroute weather is displayed for that station in the flight package.

FOMS Menu 120 - City-Pair Enroute Area Program
Use this program to control the data file that contains the list of enroute areas keyed to any city-pair. The enroute weather that area displayed in the Pilot Weather Brief program.

This program stores the default and per-aircraft suitabilities for a given ICAO. The file is keyed on the four-letter ICAO identification code.

FOMS Menu 130 - Fuel Costs Program
Use this program to maintain a data file of fuel costs for all airports that you operate in. The program allows for six levels of price as a function of volume purchased, and it also accommodates the difference between domestic and bonded fuel prices. You can also store additional information on supplier. handling agent, etc. The date that each station’s fuel price record was created or updated is automatically recorded.

FOMS Menu 132 - Payload/Tankerage Report Program
This program generates a report of all of the potential tankerage opportunities for all flights in the Flight Status data file for the selected day. The program works on an aircraft-by-aircraft basis, starting from the last flight of the day to the first flight.
Where a tankerage opportunity appears due to the fuel price differential, the program will calculate a flight plan based on the forecast winds, planned payload, and known next-leg fuel requirements to determine the potential tankerage savings.
All computations are run in background, and a hardcopy report is generated each time the program is run.

FOMS Menu 133 - Fuel/Payload Analysis Program
Use this program to generate a report that indicates how much payload (or how many passengers) can be carried from one airport to another under various conditions in the course of a year. The program allows a variety of inputs for route, reserves, aircraft, cruise mode, wind component and temperature, etc., and then computes the required number of flight plans in background, and generates a report summarizing the results.
N-FP uses monthly historical winds in the calculations to produce the estimations in the report's results.

FOMS Menu 135 - Direct Operating Cost Manager Program
This program is used to store and manage direct operating costs (DOC) associated with the operation of their aircraft. The data stored in this database is used by the flight planning system to in determining the optimized cost flight plan and routing.

FOMS Menu 136 - Fuel Summary Report Program
This program generates reports that compare the Flight Plan estimates of enroute time and burn with those actually achieved. You may select either one particular aircraft, a specific aircraft type to be reported, or use the default values which will report the entire fleet.
The date range can be specified, and you can choose to produce a Summary report (which just lists totals and percentages), or a Full report, which lists the figures for each individual flight, along with the totals.

This program controls the data file of delay codes and their corresponding descriptions.

FOMS Menu 145 - DST/GMT Deviations Program
Daylight Savings Time is a popular concept all over the world. Unfortunately, it has yet to become a fixed standard; many countries or regions are still experimenting with the idea so time zones change from year to year. There is no universal period of application either, so a means of entering the applicable dates and deviations for each country is necessary. This program handles that function.
For each country, indicated by the appropriate ICAO country code, the program will store, for each standard time zone, the applicable DST deviation from GMT and the active dates for two DST periods; a current period and a future period. The program automatically checks on a weekly basis to see if any of the current periods are expired. If they are, then the future period overwrites the current period and the records of all airports affected are updated accordingly, with a hardcopy listing being automatically generated to the system printer.

FOMS Menu 147 - NOTAM Q-Codes Program
This program stores the international Q-codes for NOTAMs and their full plain language translations and plain language abbreviations. Q-codes are made up of four alphanumeric characters: the first two characters translate into one type of expression, generally describing a particular category of problems, while the second two characters elaborate or refine the description of the problem.
The NOTAM parsing program reads NOTAMs as they are received. If it finds a Q-code, then it interrogates this data file to determine what the appropriate plain language translation should be. This translation is included as part of the NOTAM record that is written to disk, and from that point on any time such a NOTAM is reported (either to screen, hardcopy, or as part of the Send Flight Papers packages), the plain language translation will also appear, enclosed by forward slash characters (/).

FOMS Menu 151 - Flight Group / Desk Table
The purpose of this program is to allow the user to create and manage flight groups.
The Flight Groups feature is used to filter the flight list so that individual dispatchers only see the flights that they are responsible for. Dispatchers also have the option to see flights for another desk if required.
Normally the dispatch manager will assign flights to their individual dispatchers based on their operations (domestic vs. international).

FOMS Menu 155 - Master Flight Schedule Program
This program allows you to enter the flying schedule for the effective dates for any given flight. Flight information stored within this program's data file is automatically downloaded to the Flight Status file every day, a number of days in advance of the actual flight day.
Care should be taken to ensure that the information entered is accurate: it is easier to make corrections once here than it is to make amendments every day in the Flight Status record.
When the program is called, an empty schedule record will be displayed.

FOMS Menu 157 - Load Flight Schedule Program
Use this program to manually download flights from the Flight Schedule into the Flight Status file, a process that is usually conducted automatically. If you have made a change to the schedule, or if the schedule needs to be downloaded sooner than the automatic process would permit, this program will enable the changes to be implemented immediately.
Enter the Flight Day to Download: Enter the flight day for which you want to download the flight schedule and press <Enter>.
Overwrite Existing Flights (Q to Quit) (Y/N/Q)?: Enter whether or not to overwrite existing flights, or press <Q> to quit.
After the processing is complete, press <Enter> to return to the main FOMS menu.
FOMS Menu 160 - Flight Ops Personnel Program
This program is used as a control file to help ensure that access to the system is limited to designated personnel, and that Aircraft captains scheduled for particular flights are indeed compatible with the Aircraft scheduled for use. This can be of considerable significance in those cases where a change in Aircraft type is dictated by maintenance or scheduling problems. Operations staff are alerted that that crew scheduling will have to assign a different crew. The names of flight crew and dispatchers can be drawn from this data file and transcribed to each flight plan as it is produced.

FOMS Menu 170 - Airline Parameter File
Use this program to set various system defaults that are related to how the flight planning system will both, generate flight plans and display information on the flight plan format.

FOMS Menu 171 - Input Defaults
Use this program to store default data and have it automatically loaded to compute fields on the Plan or Route screen. There are two ways to load data into the Plan screen (see below), either through Default templates or Selectable Templates. Selectable templates are available through the interface on the Template button. Interface templates are created in FOMS 171.
You can create many different templates, either Default or Selectable.

FOMS Menu 171 - Flight Mode
It is possible to have values merged if you have different values for the same record type spread out across multiple templates. The system will take the value from the most specific match if values come from multiple templates.
You can use Flight mode on FOMS 171 to see what values were used and which template that they came from.
To use flight mode:
1. Go to the FOMS 171 menu
2. Type <F> to enter Flight Mode
3. Enter the Flight Information - All fields are mandatory and must match the Flight Record exactly.

5. A two page report will be generated once the correct Flight Information has been entered.
The BEST MATCH TO FLIGHT REPORT indicates how many templates were used to populate the values.
The FIELD and VALUE column shows the record type and the value used. The remaining columns indicate where the value came from. In the example above the Tanker value came from FLIGHT ORIG and DEST.
