2 Detailed Explanation
This program permits the creation and maintenance of a data file of Minimum Equipment List (MEL) and Configuration Deviation List (CDL) code numbers and their corresponding
explanations and descriptions.
The descriptions are limited to either 50 or 60 characters depending on the classification of the item: operational or non-operational respectively. The descriptions are not intended to be definitive; the objective is to make them detailed enough to alert dispatchers to any restrictions that may affect flight planning.
Up to 10 lines of comment may be added to each item to more fully describe it. These comments are attached to the flight plan and will thus be available to the flight crew.
Aircraft Equip/Series/Engines: Enter to make MEL/CDL as specific as needed - the series and engines fields are not mandatory. This means that you can create a MEL or CDL and assign it to multiple aircraft with the same equipment type.
ALC: For multi ALC customers
MEL/CDL: Enter MEL or CDL
Number: Enter the MEL or CDL item number as per MEL equipment list
Reference: Enter either MEL or CDL, along with the item number. This MEL or CDL item will use the same penalty than the MEL or CDL item entered in this field.
Installed: Enter the amount of units installed on the aircraft. This could be A/C packs numbers, or any other system component which can be partially inoperative.
Required: Enter the amount of units required for dispatch.
Type: The effect type will dictate which penalty to be applied to the flight plan calculation. See list the HTM version for a full list of effect types.
Oper: Enter the operating count. Enter the number of units for the penalty to be applied. If the value entered for operating count in the MEL CDL Assignment is equal to the operating count entered in the MEL CDL Dictionary, the penalty will be applied. You cannot enter a number of units lesser than the operating count for that MEL – otherwise aircraft is unable to fly).
Description: This field is automatically added when Type is selected.
Value: Enter the effect type value. See next slide for more information.
Unit: Weight unit (LBS, KGS).
Add: This must be used in conjunction with the ADL effect type. Value entered in this field will be multiplied by the difference between “Installed” (MEL Dictionary) and “Operating Count” (MEL Assignments). See the HTM documentation for more information.
Hdl: If checked the effect is handled.
Ntf: If checked, NFP will generate a warning when the penalty is applied.
Add checkbox – This must be used in conjunction with the ADL effect type. Value entered in this field will be multiplied by the difference between “Installed” (MEL Dictionary) and “Operating Count” (MEL Assignments).
In this example, there are 40 units installed. When the MEL is assigned to the aircraft, the operating Count is 20 (difference between installed and operating count).
Since the value entered for the ADL effect type is 100 LBS, an additional 2,000lbs of fuel will be added to the flight plan.
The MEL penalty which will be applied will show in the info/view screen prior to the compute action.
Operational: If checked, the MEL/CDL code and description will appear in the flight plan/penalty may
be applied. If unchecked, MEL/CDL information will only appear in the info/view within plan screen. Note: A format change is required to show MEL/CDL
info on flight plans.
